Futur Montréal
THE PLATEFORM
Volume 1

Futur Montréal offers a pragmatic vision to improve the lives of Montrealers today while laying the foundation for a 21st-century city ready to meet tomorrow’s challenges.

Today, we present Volume 1 of our platform — discover the full platform on October 23.

Real Mobility Solutions
for All

We propose to transform Montreal into a global leader in electric and sustainable public transportation, with investments in a 100% electric bus network manufactured in Quebec, dedicated lanes, and high-frequency service for fast, reliable, and accessible travel - delivering the best bus network in the world.

At the same time, we will enhance the safety and efficiency of the existing cycling network, support local bicycle deliveries, and adapt parking infrastructure to the needs of a growing city, including strategically located parking towers combined with electric shuttles. This integrated vision aims to reduce congestion, promote sustainable mobility, and provide concrete solutions for citizens and businesses alike.

Real Solutions for Public Safety
and Homelessness

To make Montreal a safe, modern, and inclusive city, we propose an integrated approach combining social intervention, zero tolerance for crime, and cutting-edge technologies. By bringing together community resources and strengthening collaboration with the SPVM, we aim to deliver rapid, humane, and coordinated responses to issues of homelessness, violence, and insecurity.

At the same time, we will modernize police and fire department equipment, revitalize the downtown core, enhance safety in metro stations, and deploy a stronger, tech-enabled presence across the city. This vision puts citizen safety and social cohesion at the heart of municipal action.

Real Solutions for Economic Development
and Tourism

Montreal has the potential to become a city where innovation, local commerce, and tourism reinforce one another to create a dynamic, sustainable, and inclusive economy. To achieve this, we propose a comprehensive economic and tourism development policy that builds on our strengths: a year-round cycling network transformed into an economic engine, digital solutions to connect local businesses to the online marketplace, economic missions to showcase our products and expertise across Quebec and internationally, and increased support for festivals and cultural events that bring our streets to life.

Together, these initiatives aim to build a strong, modern, and globally connected local economy while improving the quality of life for all Montrealers.

Real Solutions for
Housing

This strategy aims to fundamentally transform Montreal’s housing policy by replacing By-law 20-20-20 with an integrated approach that combines financial innovation, regulatory acceleration, and optimization of municipal resources. By introducing a luxury housing levy to finance affordable housing, converting underutilized spaces, implementing a fast-track program for building permits, and creating a public-private investment fund inspired by international best practices, this plan seeks to address the housing crisis, support vulnerable populations, and maximize the use of existing infrastructure while opening the door to new revenue streams for the City

A Real 21st-Century City

The Montréal21 program proposes a bold and transformative vision for the City of Montreal to prepare it for the challenges and opportunities of the 21st century. By placing innovation, digital transformation, and the energy transition at the heart of its priorities, Montréal21 aims to build a city that is more efficient, greener, and more inclusive. This plan leverages Montreal’s talent, fosters collaboration with local stakeholders, and embraces emerging technologies to deliver better services to citizens, support the local economy, and strengthen Montreal’s leadership in North America.
